The problem. The registry held decades of consent and title files across paper, three generations of photocopy, and a half-finished scanning project with no index. When the Commissioner asked how many files were in backlog, answering took three weeks and nobody could prove the number.

The approach. A records readiness review first: inventory the estate, then test extraction on a real sample rather than assuming. Then capture, deskew, OCR, and structure, preserving file reference, folio and date on every chunk. Retrieval on top, in-region, where every answer links to the source image and says "no record found" when there is none.

The outcome. The backlog quantified and aged, contradictions between registries surfaced as findings rather than silently resolved, and days-to-decision reduced. Every figure traceable to a document an officer can open.
